FEMA camp have become “jail” for homeless people

What does it take for an average US citizen to see that next time it may be them that may end up in a FEMA camp, with real freedom beeing just a vague memory from a distant past?

The city of Colombia in South Carolina has made homelessness illegal. Police are giving homeless people 2 choices, jail or being moved to a 240 bed room in a FEMA camp. The latter is almost a jail, where you only can leave by a special shuttle van. They have to make a special appointment for that.

Why do people usually get homeless? Is this the way to handle this severe problem for people ending up, homeless?
